Before solving this problem ,I should explain how does  the modem detect the "Disconnect" message first. When disconnecting in circuit,the telecom will send the busy tone to each side of the customers that calls "FAST BUSY SIGNAL". Because the "FAST BUSY SIGNAL" varies in different countries so your modem may not detect the signal if the modem was not made in local country.
